Celia Barlow
Celia Barlow is a lawyer, mediator, and facilitator. She graduated from Lewis & Clark College of Law in 1991 and was licensed in Oregon that same year. In 2006, Celia passed her second bar exam in Pennsylvania and was licensed there until 2019. She is currently retired from the PA Bar.

Celia has also been admitted to the Third Circuit Federal Court as well as the District Court of Oregon.
​
In 2014, Celia became a licensed mediator and has actively engaged in the practice of mediation since 2016. She currently mediates under contract for the Oregon Department of Education. She is a volunteer arbitrator/mediator for the OSB fee dispute program
​
Celia has been involved in various community groups including OAME and the East Portland Chamber of Commerce. She has also been a docent at the Pittock Mansion pre-Covid 19. She has supported various dog rescue groups over the years and has actively rescued five dogs in the last 20 years.
